Fed Keeps Bond-Buying Door Open: Minutes

(Reuters) - U.S. Federal Reserve policymakers kept the door open to a fresh round of monetary stimulus, citing downside risks to a moderately expanding economy, according to minutes for the central bank's April meeting.
